Bespoke Content Management can be built for an entire site or just for certain pages like News or Events Pages.
Entire Sites can be Content Managed so that you have control over all the content in the website through your browser. You can add or delete content pages and sections. You can allow access to certain areas to certain groups. Almost anything is now possible.
The downside is the added expense of setting up the website and that many if not most search engines have a problem viewing the content of CMS sites. And that means you do badly in search engines. You could spend a lot of money for a website that no one visits because no one can find it.
2. DIY:

This is easier than it may seem - as long as it is just text that is being added to or replaced on a page. Adding new pages and images gets a bit more complicated.
